I think it was in the late seventies or early eighties that the US along with many other countries signed an (trade) agreement to convert to the metric system and just as it was about to come into effect the big business lobby (who else) got the government to change it's mind and they backed out. Most of the world uses the metric system. Many businesses in the US had already made the conversion and refused to go back to the 'imperial' system, the cost was too high. I guess the dairy industry was one industry that did not convert and now does not have to.
It's a half-hearted attempt to get the U.S. to convert to metric. Obviously, it hasn't worked. Maybe the dairy industry has something against the metric system. In Canada, milk is sold in 4-liter bags, which is a little more than a U.S. gallon.

The imperial measures are way out of date and it is time for US to get rid of this
Because soda was invented in Europe and milk was invented in America.
