Just like anything else yes it can go stale. And get a funny taste, I only know from experience.

Not really. The non-soluble minerals in the water will eventually separate, so the water will develop sediment... and if the water is stored in a poor container it could become contaminated by the eroded material. But if you choose a good container that will not have adverse effects with prolonged contact to water (such as glass), you can store the water indefinitely.

I have used tap water stored for over 3 months no problem.

No. It's chlorinated.
