They loose thier flavour over time, and the flavour may change. But real tea leaves and almost all herbs will not go bad in the sense that they will be bad for you or cause you to get sick.

They should not contain any preservatives or chemicals.

Also you should store them in an airtight container to help prevent flavour loss. Do not allow the tea bags to become damp before storing in an airtight container. If you live in a damp climate put some rice in the container to absorb the moisture to prevent spoilage. If you are really concerned to not store in an airtight container, while this will not help with flavour it will prevent any potential mildew/mold growth.

They would only spoil if they got wet.
