Sodas in general? If they contain caffeine, the heartrate will rise a little. If there's no caffeine, no effect should be seen. Sugar content might have some effect on heartrate, but I'm not sure. I've heard of a 'sugar rush' from lots of sugar, which might include an elevated heartrate.

If you mean some form of alcohol by 'fizzy water,' alcohol has a depressant effect, which might slow the heartrate a bit, depending on the amount consumed.
