Does decaf green tea have all the benefits of regular green tea?

That's awesome you are curious about green tea. The decaffeinated teas are not totally free of caffeine, but have probably 1/5 of the caffeine, but still retain the nutrients of regular green tea. I'm not sure about lesser polyphenols as the person above said, but if you are watching your caffeine intake, decaf is not a bad choice good luck.

In general yes, however recent studies have found that decaf green tea has lower amount of polyphenol than regular green tea, hence reducing its healthful benefits.

Also tea (leaves) naturally contain caffeine and are usually processed naturally, the decaf process certainly disturbes the natural properties of the tea, hence it should be avoided unless you are sensitive to caffeine.

Additionally, caffeine content in typical green is much lower than black tea or coffee or soda:

12 oz Coca-Cola 45mg
8oz cup brewed coffee 120-175mg
8oz cup black tea 50-100mg
8oz cup Oolong tea 10-20mg
8oz cup Green tea 8-15mg

Generally speaking yes, decaf green tea have more or less all the benefits of regular green tea.
