Part of the answer is due to packaging laws and a second part is that the water is usually sold in plastic bottles, and the chemicals that make up the plastic have been known to leach into the water over time.

If using the large bottles, and they remain unused for several months, it is a good idea to empty them and have them re-filled with fresh water.

It loses its fresh taste

It cannot be guaranteed , beyond a certain date , that there will be no bacteria formed in the bottle . usually 2 years from the production date .

In the United States bottled water's shelf life is date stamped for two years.

Properly stored bottled water has indefinitely shelf live. However, long-term storage of bottled water may result in aesthetic defects, such as off-odor and taste.

IBWA advises consumers to store bottled water in an unopened container at room temperature (or cooler), out of direct sunlight and away from solvents and chemicals such as gasoline, paint thinners and dry cleaning chemicals.

One thing is so that the company wont get sued if someone gets sick. (smile). And everything that's canned or bottler can go bad after a long time. I think it's just precaution, mostly.
