It means that the juice has been processed to remove some/most of the liquid in it. For instance, if you made homemade orange juice and then put it on the stove and heated it, eventually you would have less and less juice in your pan as the liquid steamed away. The result is a juice that is a lot stronger than the original and is "concentrated" meaning originally it was much weaker. You would need to add some water to it to "reconstitute" it, meaning bring it back to the original strength. Now the flavor/quality would be compromised because of the processing, but it would be essentially the same as before the liquid was removed.
