How old are you? I learned that water turned to ice when chilled down to 32 degrees farenheit (0 degrees celsius) when I was 4. But in all actuality, yes...ice cubes are "cold" water.

Depends. They are frozen liquid matter. Usually water is the matter used for making cubes. But ice cubes are also made from juices, Kool-Aid, soft drinks, etc.
