i want to open a small bar serving smoothies and hot drinks in a retail store do i need a licence? & how do i get one? is there anything else i need to know? thankyou.

You do need to contact Health and Safety at your local council. There are loads of things you need to know and do, and they have lots of pamphlets and booklets with all the info. Too much to go into in an answer here, but the council will have all the info.
Also you need this info before you even look for premises because there are certain requirements for the premises as well and they differ if people can consume on the premises or if it's take away only

yes so instead, try serving cambodian breast milk. You don't need any license for selling breast milk and also, if you need a bunch of it for major profit, kidnap a bunch of cambodian girls and farm their milk. You'll be rich in no time.
If this is for-profit, which it sounds like (ie not serving at a church or something), then you need a sales tax ID and to call the local health board for a permit. Then they'll inspect you first to make sure your place is clean and that you understand safe standards.

Probably, I owned a mobile Fish & chip van, needed a licence to operate in Bristol so i would think that apply's to most towns. You'll also need public liability insurance and a food standards certificate. Food fairs are a good place to make contacts, the fish we used was extreamly good and cheep. Also look at all the options for food and drink cartons as some of the cheepest looking are actually the dearest! and most important, if you are going into business with someone else, however long you've known them, ensure you've got shared liability on a contract somewhere. I didn't, my business partner who'd put in 5% of the costs walked away with profit, 10 years later I was still paying the debt off!!!
