Im trying to make flan from scratch. ..the receipe says use skim milk....I only have evaporated.

If the evaporated milk is nonfat evap milk you can mix it with equal amounts of water to be equal to skim milk.
If the evap is NOT nonfat, it will not be equal. If you add water 50/50 it will be the same as WHOLE milk, not skim.
Just use 1/2 evaporated milk and 1/2 water.
Yep, you just need to add water.
