Buy a tea ball. Its a metal ball that screws apart - put your tea in - and screw it back together and drop it in to the hot water.
Go to a tea shop . I'm sure you'll see many ingenious ways to make tea without using a bag.
either get a tea steeper, or put it loose in your water and strain when it's done brewing.

get a strainer from any kitchen utencils isle at a supermarket that will fit on top of a cup. put some tea leaves in it and pour hot water.. wala!! tea!!
