It's a sealer to keep in the carbonation

I'm pretty sure it just seals in the pressure so it doesn't lose the fizz. Often times they also have "Check under the cap for your chance at winning _______".

Maybe that's what keeps it sealed until the seal is broken? or maybe it keeps your drink fresh for when you first open it?

It is their to help seal the bottle. I think the reasoning of its blue tint is it is easier to tell if it is damaged.
