No, they are dry enough that mold or bacteria shouldn't grow on them. Use the smell test.
no twislers don't expire cuz they don't have an expiration date and i ate a year old twisler the other day and i'm perfectly fine.
i think it can... you don't want to make any risky moves, so it might be best if you threw the year old twizzers away.
