Actually coffee is a diuretic. However, tea is actually a very effective thirst quencher. This is b/c of it's low caffeine content and high amino acid content.

No - they are diuretics so they make you have to urinate. Thats why you have to go pee pee so bad after going to Starbucks.

For some reason, hot drinks do not quench my thirst. The only things that quench my thirst are cold water or iced tea.

Yes, they can. Thirst is the basic need or instinct of humans or animals to drink. It arises from a lack of fluids and an increase in the concentration of certain osmolites such as salt. the effects of tea can decrease the salt in your blood. It can quench your thirst.
Coffee has different effects so is other HOT drinks. but they made of water. If the water volume of the body falls below a certain threshold, or the osmolite concentration becomes too high, the brain signals thirst. so some amount of coffee takes care of your thirst too.

Don't know about the caffiene drinks you mentioned but hot cocoa is great for winter time refreshment!!!!
