I need to by an easter egg as the person is allergic to chocolate it brings on her eczema.

Well you could buy the plastic colored eggs from the store and fill them with skittles, or jelly beans. They sell them at target or walmart. The link below has photos.

I don't believe white chocolate is actually chocolate...you can find those in most places that sell the regular chocolate ones.

Sweettarts usually make the chocolate free eggs, as well as some of the bubble gum makers do this as well, most of these candies that are chocolate free are jaw breakers, or bubble gum, sometimes they are marshmellows. Most grocery stores and drug stores sell other Easter candies, instead of chocolate.
go to a candy store and tell them you need a non chocolate easter egg tthey have them in almond bark etc happy easter
Find out which part of the chocolate your friend is allergic to. Most places sell white chocolate (which contains no actual chocolate, but does share a few ingredients with chocolate) eggs. I've also seen peanut butter bunnies, I forget who makes them.
I have a friend who just doesn't like chocolate. I would fill plastic eggs with jelly beans and other odd candies that weren't chocolate. And of course, she'd have plenty of Peeps (marshmallow bunnies) to go with her eggs.
Why not make one yourself? It would be a lot more personel and i'm sure she would appreciate it more. Find out what the allergy is to and make a nice easter basket full of home made treats made by yourself and a few little chicks etc :-)
