Answers: i'm not sure about herbal teas, but I'm pretty sure you can use boiling water for herbal teas and let them steep for however strong you want the tea.

True teas like black, green, white, etc require a bit more trial and error. Some general tips to brewing the perfect cup of tea are:

know which tea you are brewing
use cold filtered water
use quality teas
use the correct amount of tea
use the correct temperature depending on which tea.
monitor your steep times (crucial)
Adjust steep times to taste. Firstly, always warm the pot. Then add the tea/tea bags, add boiling water (try to boil once as it tastes better for some reason than reboiled).

Leave it to "draw", then stir leaves or squeeze the bags. Then pour the tea into the cup before adding milk or whatever accompaniment.

Enjoy. Loose tea?

Hmmm...Put enough loose tea for 2 cups into a jug. Boil some water and pour that over it.

Leave that to brew for 3 mins. It will stay hot.

Siv the tea into your mug and sweeten to your liking.

The fact that you used 2 cups worth of tea makes the brew stronger.

For instance, I use 2 tea bags when I make one mug. with regular and black tea of that nature just let it steep as long as you wish letting the hot water pull out the flavor.

However when it comes to Herbal teas one should take care not to leave those in too long. One would think to let it steep long like the black teas but letting herbal teas steep beyond 5 minutes also pulls out the bitter taste of the herb. i like to use loose tea leaves with my bodium tea pot. the pot has a tea filter, so i don't need to worry about the leaves being in my cup of tea.

i don't think it's so much how you prepped the tea, but the difference is in the tea leaves themselves. a good cup of tea starts with good quality tea leaves. try finding a specialty tea shop in your area and ask the owner about the art of tea. i would try to stay away from using tea bags. you don't know what they do or add to the tea to preserve the freshness.
