Why is it that water feels colder when you touch it then when you drink it?!

Because our mouth temperature is more than our hands temperature.
maybe we have more senses in the skin than the mouth? i don't know actually.. i never really took notice
I disagree with the premise of your question.
it's because on your skin it evaporates away leaving your skin cooler.
