I bought one of these when I was 17 but that was years ago so I don't know if the law has changed. The clerk might not have realized it was non-alcoholic but I don't know why you would need to be over 21.
No, it is still illegal. It is still an alcoholic beverage, because it is still brewed like normal beer, then the alcohol is evaporated or cooked out. The name is also misleading. There is no such thing as "non-alcoholic beer" it is actually supposed to bed called "low-alcohol beer", NA sounds better.
