White chocolate contains no chocolate liquor or cocoa solids, it does have cocoa butter in it. In the US white chocolate needs to be 20% cocoa butter or more by law (quality control rules) so any white chocolate you eat will be 20% cocoa butter. However, it is not the same as the percentage content of dark chocolate - it will certainly not have the benefits that are often touted about dark chocolate.
