Everything that could be tested on animals that doesn't have a label on the back saying it isn't tested on animals, is. This makes sense because if the company didn't test on animals, wouldn't they want to advertise that? Also, "Finished product not tested on animals", is a scam, it means that all the products but one, like water, were tested on animals. Good for you for being concerned. Desert Essence, and Organic face wash, soap, and shampoo/conditioner, doesn't test on animals, and it totally environmentally friendly, AND organic.

a lot of major companies do. most people here have already provided the best lists you can find online, so i'm just going to clear up on what two of the other posters said. first of all, colgate-palmolive currently has a moratorium on animal testing. this means that they are not currently testing on animals (the moratorium has been in place for the past several years), but that they may return to animal testing in the future. second, "finished product not tested on animals" is NOT a scam. products sold in the UK have to have this label, since somewhere, at some point in time, someone probably tested 1 or more of those ingredients on an animal (even if it was when the ingredient first started being used, years ago, and it was done by another company). some companies use this label in the US, because then they can sell the product overseas or in the US, rather than creating separate packaging.
