No, the term vegan implies abstaining from any animal/insect product whether for food or otherwise.

I'm sure there's people that fit the description but the title isn't possible. There are people that follow the vegan diet but not the lifestyle and they are just strict vegetarians by name. What you're describing is a vegetarian.
