healthfood shops often stock vegebears
'Julian Graves' sell 'fruit jellies' which are vegan as well as quite a few things that are veggie.
veganstore do vegan marshmallows (on-line i know)
tesco do jellybeans suitable for vegetarians
sainburys sell quite a few vegetarian own brand jelly sweets
the halal type of haribo are veggie - which you can get in supermarkets in areas with large ethnic populations.

I buy Morrisons own make of jelly beans they are really nice. The only jelly sweets I have seen are York fruits.
My local Morrison's and Asda both sell halal Haribo jelly sweets, which are also suitable for vegetarians. I'm not sure if they only stock them in areas with a large Muslim population, though. It might be worth trying Muslim-run food shops too, if there are any near you.
Other than that, maybe health food shops?
You can get them at some health food stores, but not all carry them. http://veganstore.com sells them online.
If you go to the Sweet and Sara website, they'll list what stores carry their products. They make vegan marshmallows and luscious S'mores. I know some Whole Foods in New England and the Mid-Atlantic sell S&S, but not many others. It's probably best to order them online, but you'll need a cold pack during the warmer months.
There's also Vegan Sweets marshmallows from Pangea, but I think those are only available online at www.veganstore.com. Pangea also has vegan jelly beans.
