Answers:
beans and rice are still cheap, even canned beans are cheap, just rinse them!. Plus they're way easier to prepare!.

Pasta is cheap, so is pasta sauce (it's worth it to just buy the pre-made sauce, it will last you a long time and that way you don't have to buy spices and garlic and stuff)

Plain Oatmeal is really cheap and filling and nutritious!.

Don't just buy fruits and vegetables you wont be able to survive!. Trust me you need to eat some carbs and protein!.

Most canned foods are pretty cheap (beans, soups, chilis)

I think canned vegetables and fruit are pretty gross, frozen tastes much better and is cheap too (for steaming, stir fries, etc)

Oh and invest in a few tupperware containers for leftover beans and leftover rice!.

also if you have a freezer get your bread at a grocery outlet and freeze it!. If you have an oven make your own bread!.

If you're living in a dorm room, I'm sure there's a kitchen with a stove/oven somewhere for you to use!. But if you don't want to use that, just get a microwave and hot plate!.
A few essentials are:
pot
skillet
baking sheet
mixing bowl or two
spatula
wooden spoon, mixing spoon
tongs
couple dish towels
pot holder/hot pad thing
a few plates
some silverware!.

also tell your family you need spices and grocery store gift cards!.Www@FoodAQ@Com

You can lower your food budget by buying healthy meals that fill you up and won'tn encourage binge eating (and shopping) that makes you buy food all the time!.!.

For fruitis and veggies, buy what's in season!. They are almost always at their peak and teh abundant supply almost always guarantees lower prices!.!.!.Www@FoodAQ@Com

The best way is to shop around and compare prices!. At Safeway they charge a dollar per avocado and 30 cents per banana, at the mexican grocer I can get 3 avocados for a dollar and 10 cent bananas!. At the chinese grocer I can get 1/2 gallon of soy milk for $1 about 3 bagfuls of green veggies for $10!.

Stock up on grains and beans!. I buy large bags of rice, beans and other grains!.Www@FoodAQ@Com

if I were you, I'd eat all of the vegetarian dishes they offer, plus salads!. Salads should be a staple in your diet and you can always sneak out fresh apples and oranges and other fruits into your backpack!.Www@FoodAQ@Com

depending on what you buy you could actually spend more buying fruits and vegetables!. stick to grilled cheese frozen burritosWww@FoodAQ@Com

No!. the only way to cut your bill is to eat less!.Www@FoodAQ@Com

Not by much!.Www@FoodAQ@Com
