Is it normal for seaweed to taste EXTREMELY fishy?!
However the wheel is extremely fishy smelling and tasting!!
Did they maybe add fish oil or something to it, or do you think it is still vegan?

It is the flavoring of the ocean. Seaweed is very healthy because it contains natural iodine.
The "sheet" kind has been processed and stuff, but the kind which you ate is just a clump of dried seaweed. You might even find that there's sand and dried salt on/in it (or is that only for kelp?). Most people rinse it or something before cooking. I don't think the unprocessed kind is made to be eaten straight out of the packet either, you're supposed to rise it in water (to get rid of sand) then make soup out of it.
I'm Chinese. My parents make seaweed and egg soup often enough. It's basically just hot water, seaweed, beaten eggs, and salt/seasoning. Tomatoes optional. I like that stuff, though that's not the only way to cook it.
I have found that some nori/seaweed is seasoned with fish paste. I don't know about the kind you bought. I have not purchased regular seaweed only the packaged kind at the supermarket. If it was seasoned with fish paste then no, it is no longer vegan. Again, I don't know about regular seaweed.
It always tastes extremely fishy to me. Perhaps it is a different species of kelp than what you are used to or was preserved differently. I don't see why they would add fish oil to kelp, seems very wasteful.
