You said it in your question. Your legs are already strong from running. The rest of your body will become strong from exercising those muscles as well. Just be sure to get enough calories by eating a wide variety of fruits, vegetables, whole grains, beans and nuts, drink plenty of water, exercise those muscles you haven't been using and get enough sleep.
Vegan foods have lots of protein like animal products but you have to find variety in order to obtain all the essential amino-acids.
Another good vegan option is to add nuts and seeds in your diet. Nuts have more protein weight/weight to animal products. Eat almonds, peanuts, soy, cashews, hazel...etc.

My boyfriend takes protein drinks (powder) after he works out to build muscle and I found a vegan version (the link) that's for the same thing. I'm trying to put on muscle right now too, which is how I found this. I saw an ad for it in VegNews magazine. It's pricey, but I've read great reviews on it. Apparently, it doesn't taste like rainbows and butterflies, but honestly, not many sport drinks or powders do (in my experience).
