Does Japan have a law that requires all products to be tested on animals?!

Question: Does Japan have a law that requires all products to be tested on animals?
I've seen a lot of this online, but I've also seen that some brands made in Japan don't test. How is that possible if there's that law?

In Japan and America, all NEW ingredients for cosmetic products have to be tested on animals.

It sucks. Some companies just use ingredients that are already proven to be safe, there are over 8000 (ingredients) so it can be done.

Most products have been tested on animals some time in the past, so the most vegans (like myself) can do is buy from companies that are not testing on animals now, to show our support for cruelty free products. Just don't buy from companies that are testing on animals.
