At this time of year you might need to find a greengrocer who inports from abroard but then they wouldn't be exactly fresh
As broad beans are a seasonal, summer vegetable, you are only going to find them fresh between September and June/July at somewhere like Harrods, which import from the other side of the world! The word fresh is then relative... They are probably several days if not a couple weeks old!
But do not despair! Any good, large supermarket will have frozen broad beans, which are just as good as fresh out of the garden, with all their vitamins intact. Defrost and remove the white skins if you only need the green "insides" for your recipe. Still a fiddle, but less so than when they are fresh and you first need to remove the green outer shell or pod! Good luck!
You won't find fresh ones here at this time of the year. If you do find them in a Greengrocers they they will have come from abroad, and won't be that fresh. Probably the nearest you will get is of course frozen, they should have been frozen nearly as soon as they were picked so although not as good as fresh are a close 2nd.

Fresh broad or fava beans are seasonal and available in the middle of summer. Dried broad beans are available year round.
It is the wrong time of year. You will probably need to make do with tinned or frozen. In season any greengrocer or supermarket should sell them.
A greengrocers.
