How do you cook quinoa?!

Question: How do you cook quinoa?
Whenever I cook quinoa it goes slimy and almost congeals into a big lump. I've done it in a pan and in a rice steamer, and the same thing happened each time. Is it meant to be like this? I expected it to be kind of dry and fluffy like couscous? How do you cook quinoa correctly?

I start quinoa like rice, but it doesn't take as long because it doesn't need to steam after it has come off the heat.

2 cups quinoa
1 cup water

Combine in a pan, bring to the boil, put a lid on top, turn heat to low, set a timer for 15 minutes. Fluff with a fork

It should be fluffy, like rice or couscous. Are you doing your proportions correctly? I do two parts liquid to one part quinoa. I also like to use chicken stock instead of water (adds lots of flavor) so I may do 2 cups chicken stock and one cup quinoa. Bring both quinoa and broth to a boil (don't boil then add), then let simmer about 15 minutes. You'll also know when it is done by seeing that the grains have gone from white to transparent.
