yes, they recently changed their frap base to be soy-based standard, so you can order a soy frap thatll come automatically with the soy base---BUT not all their fraps are vegan. you have to call their corporate office for a list of allergens to verify which drinks are totally vegan. (and i STRONGLY recommend calling corporate instead of asking the employees, because ive heard LOTS of people say "X is vegan, the employee told me" and then ive talked to vegan employees at starbucks whove said that that was completely wrong. so yeah its not uncommon for them to say something is vegan when its not theyre just not trained for it)
i go rarely, but when i do i just order a cafe americano with steamed soy (and add in a sugar-free shot of flavoring occasionally :-) )

They can make it with soy milk but the syrup that goes into the drinks may not be truly vegan friendly. So it all depends how vegan are you.
I've asked. The mix they use does not come in soy. It already has the milk in it.
