I was going to recommend Lush, but they are only available online and through their stores.
You may be able to find J/A/S/O/N products at your local store. I usually see their stuff at Whole Foods or health food stores.
If there's a Sephora in your area, Urban Decay not only does not test on animals, but they indicate which products of theirs are vegan.
Sadly, places like Target and Walmart are not particiularly good for vegan-friendly personal care items.
walmart and target don't have a whole lot of options for finding these sorts of products, except for Burt's Bees products, and probably J/A/S/ON (I've found these products at walmart). These lines don't offer a whole lot of makeup though, but definitely good options for hair care.
