Many store-bought frosting does contain dairy. And, depending upon how serious her allergy, some are processed on machines that also process dairy products.
To be safe, I would not purchase frosting.
If you want to make your own there are so many options. Here are some sites you can look at since I don't know what flavor you are looking for..

Most store bought frosting does not contain dairy. I'm vegan and I think Duncan Hines or store brands are usually what I get when I actually buy it instead of making it. Just read the ingredients, because they can change and not all flavors will be dairy-free. Also, it's super easy & quick to make your own frosting, and then you don't have all the additives & it tastes so much better too. All you need is some non-dairy margarine, powdered sugar, a little "milk" (almond milk is my fav.), & a bit of vanilla, and some cocoa powder if you want chocolate frosting or other flavoring like orange, mint, whatever you want.
Here are some answers from another website. Good luck!
f you don't want to use soy milk for fear of altering the flavor, try lactaid milk; it is regular milk that is altered to be lactose free and it tastes almost exactly like regular milk (maybe slightly sweeter). I drank this after having my 2 sons because the dairy upset their stomach with my breastfeeding, and I just could not stomach the soy milk. Lactaid is a little more expensive, but a great lactose free alternative.
The book Vegan Cupcakes Take Over The World has delicious icings. Their basic buttercream is available for free online:

Most frostings do not contain dairy. Only cream-cheese frostings and milk chocolate frostings do. Just read the ingredients.

Most of the canned frostings are oil-based, I think. They should contain little or no lactose/milk. They might have some powdered milk, though, I'm not sure.
