There's a few new cookbooks out that she might like & probably doesn't have yet. My pre-order of Appetite For Reduction (Isa Chandra Moskowitz) just shipped yesterday, and I've been thinking about getting Party Vegan by Robin Robertson. If she doesn't have many cookbooks, I would recommend anything by Isa Chandra Moskowitz, Dreena Burton, or Sarah Kramer. Robin Robertson has some good ones too, but they aren't all vegan.
You could get her a cute vegan purse or a tee. Herbivoreclothing.com has a lot of cute but not too cheesy tees & totes & such. ("Cow hugger" is one of my favorites.) You could probably find something cool on Cafe Press too, and Threadless tees are always awesome. Just any nice top that suits her style would be good too. Or if you know her size, some vegan boots or other shoes that she'd like. Check out etsy.com for some jewelry or other things. Get her some kitchen things that she might not have or needs new ones of, or maybe a kitschy apron or potholders, or ar/vegan themed magnets as gift toppers/stocking stuffers. A gift certificate to Netflix or to ITunes. Buying for a vegan is tough and expensive. Some of them really turn up their nose if you inadvertently give them something that was once near an animal. I'm sure she would rejected a new book because the binding probably has animal glues in it. She can watch streaming movies through Netflix. No DVD wrappings to trash up the planet, no physical delivery to add to the smog, etc. A wide variety of choices.

Farm Sanctuary and Woodstock Farm Animal Sanctuary have a program where you can adopt a farm animal. You will actually be sponsoring the animal at the shelter. You may be able to do this in your sister's name.

Wow...that's kinda...actually this is a very sad question. You're asking COMPLETE STRANGERS what to get your own sister for Christmas. I wouldn't know, no one else would, either. She's YOUR sister. Her veganism just means you don't buy her crap made from animals or tested on animals. That's it. You still know her style, her food choices, her stores of preference...we don't!

This is an easy one. Since she's into fashion, get her a nice dress from Donatella Versace. Or to satisfy her vegan cooking interest, you could get her a vegetable steamer or a wok.
... She's no different than you, she just doesn't eat/wear stuff from animals. You could still buy her all the normal Christmas gifts... tree decorations, novels, jewellery, etc...
