Why are you asking this just to vegetarians? Why deny this poignant, very important, and realistic question from meat eaters?
Assuming the puppy is younger than the bank robber and has not committed any crimes, according to my philosophies, the puppy.
I see all creatures as born equal.
Committing crimes, in my opinion, decreases your life's value. And the puppy still has a large part of his/her life to live.
BTW Chuck, I think this relates to vegetarians, because often a vegetarian's reason for not eating meat is because they believe (like I do) that animal's lives are equal to human's lives, and therefore, they should not eat animals any more than they should eat humans.
Depends on how bad the bank robber was. If he was a child molester, too, then let him fall. If he just robbed a bank once, let him live.
In other words, there's no black and white decision here. Other factors must be taken into account. The fact that you think there's an Always Yes and Always No answer makes me question YOUR values.

I'd use my left arm to lift up the puppy and the right arm to hold onto the bank robber. It would only take a second to take care of the puppy.
