I presume yes, that a recipe would more likely specify only if the liquid was called for. I would drain it.
edit - found this, 2nd poster's recipe says undrained but 5th poster's says drained. That's as far as I read, maybe read further & just go w/majority rule!

I would drain it, but if you decide not to, just cut back a little on any liquid ingredients. If you haven't already bought the tofu, I would suggest using Nasoya's chocolate Silken Style Creations. I've bought it a few times, and instead of using it in a recipe we just ate it as pudding. I think it would work a lot better in your mousse than plain tofu. (You wouldn't have to drain it, as it doesn't contain much liquid to begin with.)

I would drain it. If you were supposed to include the water, I think the recipe would say so, since you typically drain silken tofu for most things. You could always add a little more liquid after you first mix the ingredients if the consistency is a little off.
I would drain it first, then squeeze it between two cotton napkins (or one big, clean thick cotton teatowel folded in half with the piece of tofu in the middle)..........
when dry enough, proceed with the recipe........
yum!
