give them one each - its a bit messy trying to break cookies into smaller pieces for people

First, give each person one cookie. You now have two cookies left. Cut these both into thirds and give everyone a third. Problem solved.
If, however,the cookies are too hard to cut into thirds simply keep the other two for later. Or cut them into quarters and give everyone a quarter each and eat the remaining two quarters yourself. Or cut them in half and give your favourite four people the extra halves.

Each person gets one and one third (1 1/3) cookies. Give everyone a whole cookie and split the remaining two into thirds, and give 1/3 to each person.

one cookie each then cut the edges off the the other two making it into a square then divide
two into six squares

ohh eat the edges or give them to the winner of the shortest straw
