They do not contain animals however they do negatively affect the environment which in turn effects animals in a bad way. Also if the item looks like leather or fur or some animal derived material it can promote the idea that wearing it is ok, though mostly with fur. Though at least no animals were directly harmed in the making of it.

The best way to answer your second question is: was an animal involved? If yes than it is not vegan if no then it could be vegan or at the very least animal free.

I distinguish vegan and animal free because of the definition of veganism:
"The word 'veganism' denotes a philosophy and way of living which seeks to exclude — as far as is possible and practical — all forms of exploitation of, and cruelty to, animals for food, clothing or any other purpose; and by extension, promotes the development and use of animal-free alternatives for the benefit of animals, including humans and the environment.
In dietary terms it denotes the practice of dispensing with all products derived wholly or partly from animals."

"animal-free alternatives for the benefit of animals, including humans and the environment" meaning if it really poorly effects the environment it wouldn't classify. However I wouldn't throw it out or waste it some how. We all use animal free products because sadly the world is not geared towards helping animals in any way shape or form but exploiting them and the earth they live on so finding everything vegan is a hard thing. Purism would be a great thing but it is just not possible. So as Donald Watson said we have to do everything possible and practical and I think also work towards 100% even though it isn't wholly possible in this industrial wasteland.

vegan because animals are not property

Yes but very bad fir the environment - if you use the environment for a reason to be vegan then try to buy things second hand so you aren't creating a demand for this stuff. Also be aware of fake fur - it can mean it is fur but not from a mink etc so it could be from rabbit etc. Remember that when you wear leather looking items you are continuing the idea that leather looks great and therefor is fine - I do it to but being mindful will help you to keep one or two items like this in your wardrobe and make better choices for the rest
