Yes, of course. It's used as a condiment on Yemen.
Vegans wouldn't eat sperm as it came (no pun intended lol) from an animal. I don't even think a vegetarian would cross that line. My best guess is no.

If there are, I wouldn't want to eat them. But actually we eat sperm everytime we eat eggs... that's what that lil clearish white matter is in eggs... I used to pick it out. Yuck.
