I'm also 15 and 5'4''. I'm trying to lose weight, and get to around 125. I'm pretty muscular, so I think 115-125 would be a good range. It also depends on your frame size (I'm medium).
If you eat six to 10 ounces of healthy, unprocessed, raw, steamed or grilled vegetables, lean protein, and whole grains 5-7 times a day; drink at least 32 ounces of water; and do 20 minutes of cardio twice a day, your weight will settle where it should be.
At that age and height I had the same problem. Somedays I still do, ten years later. Weight and pant size needs to become a non-factor. Look at YOU, not numbers.

While it all depends on your body type, the ideal body weight for 5'4 is 120. I don't agree with the ideal body weight standards, but that's what it is (5' = 100#, +1" = +5#).
According to a BMI calculator, you'd be at a healthy BMI from ~120 to ~140.
Also, just FYI: Skinny and healthy are two different things. Did you know that people with a couple extra pounds (5-10) tend to live longer?

About 50kg minimum, or 8 stone, is skinny, and probably fairly healthy, good luck
