Why does wheat germ contain more protein than meat?!

Question: Why does wheat germ contain more protein than meat?
Answers:

It does and it doesn't. Wheat germ is about 28% protein and beef is about 25% protein, but a cup of wheat germ has about 27 grams of protein (that's a lot of wheat germ) and one 3oz baked hamburger has about 21 grams of protein.
