It's safe to eat, but it won't pop as well as fresh popcorn and it won't taste as good.

Yes but it may not pop properly. Expired dates are usually a baseline for the store to sell a product at the best return for the dollar. That is why is says Best when consumed by: Date. There are some products that must be used within a few days of the Best when date such as meat but that is not an issue here. You can extend the life of some by freezing or other methods of storage. Beans, seeds and the like stay better for longer periods of times however quality in food will decrease. That is why year old bags of beans are a bit tougher to cook.

So yeah pop it and eat what pops.

Storage conditions could affect the expiry date and whether it has been popped yet but really that is rather past its use by date and may not be edible.

No you can be a victim of food poisoning.

I would still eat it. It might taste a little funny because it is expired but I don't think you will get sick or anything

I would say so but if its very out of date it might taste like cardboard.
