We can have it without seafood or meat. There are many vegetarian/vegan sushi places. Shojin in downtown Los Angeles is my favorite.
Yes, they can. Sushi is commonly topped with fish or seafood, but there are a lot of other options available to you if you can`t eat fish or seafood.
These include:
Inarizushi (pouch of fried tofu filled with usually just sushi rice)
Tamago (egg)
Avocado Roll
Cucumber Roll
Katsu (deep fried pork)

I am a vegan. I eat sushi. The sushi I eat is avocado rolls - the ingredients are sushi rice, water, rice wine vinegar, nori (seaweed) sheets, avocado. I don't see anything non-vegetarian or non-vegan in it so far. Add a little wasabi (horseradish). Still vegan. Soy sauce? Still vegan. Pickled ginger? Still vegan.
Sorry to those who think that "sushi" means "raw fish" or "seafood". It doesn't. The word you're looking for is "sashimi" (which vegetarians don't eat, of course).

Certain kinds of sushi are all veggie, like gourd, california rolls without the whitefish (fake crab), avocado, carrot, cucumber, plum, egg (those are all that come to mind at the moment but I know there are more)
The word 'sushi' actually means 'vinegared rice'. What you put in the rice is actually up to you.
If you are pescetarian, then ANY sushi is OK, because you eat fish/seafood.

My sister-in-law makes wonderful sushi with vegetables, seasonings, tofu. Very yummy.
I was a total vegetarian until I was 25 years old. I gained a degree, was very healthy, never anemic, so being vegetarian works fine, if you combine your foods well and eat lots of fresh healthy vegetables.
I started eating meat/fish, as I married into a meat eating family and decided not to make their life difficult in having to make me something different. I am happy with my choice.
It's a common misconception but you can't but indeed you can. Sushi is actually the word for the rice, it's rice prepared in vinegar. The fish is called sashimi.

Anyway, no vegetarians don't eat sushi. Sushi is fish. Fish is any animal. Animal = meat. Vegetarians don't eat meat.

So the rice is fine.
But it all depends on whether or not your a vegetarian who will eat fish or not.
I think there are actually some types of sushi that are vegetable filled with rice.

Some kinds. The vegetable rolls are okay, but the kinds with fish, shellfish, roe, etc aren't okay. Hope that helps.
They can certain types of sushi as long as it has no fish. Sushi does not mean fish, it refers to the sticky rice.
I know some that do, and some don't. Vegetarians seem to go in stages from:
Don't eat red meat. Eat chicken, fish, etc.
Don't eat red meat or chicken. Eat fish.
Dont eat any kind of meat, including fish. But eat animal products like milk & eggs.
Don't eat any animal products at all (vegan): no milk, eggs, or even animal fats like lard in baked goods.
