You might try Whole Earth foods on Bascom Ave in San Jose (corner of Hamilton). They have a wide variety of foods that cater to those on special diets.

I was thinking about this question, and remembered a Chinese restaurant near Campbell in the Kirkwood Plaza mall. They had a neon sign in the window that said "Muslim Chinese". This got me thinking. Muslims are every bit as selective as vegans about not eating meat. The largest Islamic population in the world is Indonesia, with some 700 to 800 million people living there. This is too large of a potential market for food producers to ignore, and I'm sure Indonesians ate a lot of ramen before their conversion to Islam. Somebody HAS to make top ramen that doesn't contain meat.
I went into Yahoo Yellow Pages, set the location to San Jose, and started doing searches. I tried a lot of variations using a combination of these words: "asian, chinese, muslim, food, market, restaurant". I finally got a hit when I searched "asian food market". Take a look at this page:

There is a market on Story Road in East San Jose. There's also 2 more listings outside this area. Click on the second one, and click the "instant noodles" button. You should be able to read a list of ingredients for each product, and you might find a brand that fills your bill. Then just hit as many Asian markets as you can until you find the brand that suits you.
Good luck!
Find a speciality oriental foods store or even a Walmart and get Sapporo Ichiban Miso Flaver it is meatless no chicken stock or anything.
All the flavors of Sapporo Ichiban have Bonito (fish) in them as "natural flavor". The only place I know of to get 'ready to use' ramen is from the place listed below. Some folks say Top Ramen Oriental flavor is vegan but their customer service says otherwise! I've also got a link to a site that has photos of ramen but I've never found those *anywhere*. You can buy the packs of oriental noodles that come without seasoning and add your own broth (my usual method).
I love those noodles! What you should do is buy some vegetable bouillon cubes. Cook the noodles as you usually would, without the meat seasoning, and instead add a half or whole bouillon cube (it depends how much flavor you want). It's just as good, if not better!
