Answers:
Good question! I wondered the same thing when I was little. My family numbered five, and each person's serving was two sausages, so we always had excess wienerage.

I learned as an adult that meat packers think 1.6 ounces seems to be "just the size" for a frankfurter, and bakers think two ounces seems to be "just the size" for a bun -- so ten wieners make a pound, and eight buns make a pound.

A note on terminology:
If you have more wieners than buns, you have EXCESS WIENERAGE.
If you have more buns than wieners, you have EXCESS BUNAGE.
If your buns and wieners are in one-to-one correspondence, you are FRANQUILIZED.
The spaces of empty bun at the ends of the hot dog are the FURTEROUS ZONES.

The more expensive the product, the more likely it is in an 8 pack.

Sausages may come in packs of 10, but hot dogs come in packages of 8. Maybe they should come up with sausage buns that come in packs of 10. ;)

If you buy the Oscar Mayer fat-free dogs, it works out even. They are in packs of 8.

It's cuz you're supposed to eat 8 hot dogs total...

...and give the other 2 sausages to your dog!

Good Question! Have you noticed that hamburger buns, hoggies and other buns only come with 8? In my family, I am the one that eats with wheat sandwhich bread cause all the buns are gone! :(
