I set out frozen lamb chops yesterday and went back laterin the day and they were room temperature. can i still eat them?

I would say as long as they were in a packaging of some sort, they will be fine. That method is a very cost-effective and safe way to defrost food. I would not recommend re-freezing them, and they probably should be eaten either today or tomorrow.
