Usually they are at entertainment venues, such as an amusement park, malls, concerts, etc. They probably mostly sell them there because they can charge an arm and a leg for them and people will actually still buy it.
I generally only see it at movie theatres.

I buy mine from the Schwans guy, or at the mall, because there is a Dippin Dots Ice cream place.
