Not a good idea at all. You should never drink sea water or used it for cooking. Even boiling it wont distroy all the bacteria. It will make you very sick.
I'd recommend against it on the grounds of pollution.
If you are getting "sea water" from an estuary, or harbor, it is not sea water at all, it is a mixture of salt and fresh water that is more or less brackish, depending on the tide. And it is polluted to some extent.
If you want the sense of sea water cookery, drop some sea salt in the water. But it really is not necessary as hot dogs have a high sodium content already.
Sea Water is loaded with hundreds of different chemicals and is not healthy for human ingestion. This one of the reasons that people die of thirst when they are stranded on the ocean or lost at sea. They drink seawater and become more thirsty than before. so dont do it.

Salt water is perfectly safe to cook with, When I boil lobster, I use sea water and it makes a huge and delicious difference, in fact, thats the recommended method. It could only make a hot dog taste great. And natural salt is way healthier than table salt.

I won't do anything for the hot dog. It's already cooked and the emulsification of fat and protein has happened in a controlled cooking vessel. You'd be wasting your time. As far as the sea water being bad to cook with, I have seen recipes that call for cooking the seafood in sea water. That's one of the great things to do while we're here on this planet is keep learning...have fun.
