Yes, dried out popcorn won't pop well. Following is some instructions I found to re-hydrate the corn so it will pop well again...

It's the natural moisture in popcorn that causes it to pop; dried out kernels won't budge. If you're getting too many unpopped kernels (widows) don't throw away the rest of the bag. You can restore moisture by placing 3 cups of popcorn and 1 tablespoon of water in a jar. Secure the lid, and shake well every 15 minutes or so until all the liquid is absorbed. Store the jar in a cool, dry place for a few days before using it. When in a hurry, soak the dry kernels in cold water for about 5 minutes. Pat dry with paper towels, and pop as usual.

Yes, I would think a 1000 year old kernal would probably be hollow and dust on the inside, therefore it won't pop

Depends how the corn was kept , if allowed to dry out too much it won't pop as well
