They aren't bad, but you'll definitely notice a difference in taste if you leave the green on. The green is from the potato being exposed to the air while growing. It has a gross taste if you ask me. If I get a potato with green on it, I just cut off the green until I get to the white.
That just means they aren't ripe, but it's not going to hurt you to eat them, they'll just be a little harder is all. You might want to let them ripen a little bit more.

Potatoes belong to the nightshade family, and most green portions of plants in this family contain an alkaloid poison called solanine. While it is unlikely that anyone has ever become seriously ill from eating the small portions of green sometimes found on potato chips or french fries, some tummy aches could probably have been prevented. They definitely are not good for you!
The green part contains chemicals that are bitter, and also toxic in large enough quantities.
i would cut off the green and about 1/4 inch around and below it, and taste a small slice of the rest of the potato before adding it to a dish to make sure the whole thing isn't bitter.
