Yes it is! In the early days, before people began worrying about fat, milk had LOTS of fat (or cream) in it, which rose to the top (as oil does over water). People would either skim it off (and make ice cream!) or throw it out if they were on a diet. Now we have the food industry telling us what to eat and processing the cream out.
Technically, if you get "Ice cream" that ONLY has milk (no cream) it is called ICE MILK! My husband won't eat that!

well, in fact, there are many ice creams that were made by only water. Here in Argentina are called " helados de agua " (meaning = Water Ice creams).
This is water colored with a determined taste, and just put them to the freezer. Many industries of ice cream make them.

ice cream, as it's name suggests, is made from cream, which is a part of milk...
however these days you can be forgiven for thinking it wasn't made with milk because a lot of cheap and nasty ice creams are made from all sorts of rubbish instead. i don't think they should be able to call tehmselves ice cream but i don't make the food labelling laws so hey!

some ice creams are made with milk. Ice creams aren't required to have milk. They just need to have a certain butter-fat content. Butter-fat is the fat inside milk. Cream is concentrated milk fat. An ice cream manufacturer could meet the standards of butter-fat content by using just cream alone, without any milk. I would check. I think many ice creams may contain milk. I think Breyer's is one of them. So I would be surprised if they were the only ones.
