Why do chip bags have those colored circles on the bottom?

If it's the coloured dot-in-a-box logo, green means vegetraian, red means non-vegetraian: may contain eggs or oanimal fat.
It you are referring to the circles on the rim, those are printers' registration and alignment marks to ensure that the colours on the package are printed properly.
